INAR RI:n päätavoitteena on varmistaa ensiluokkaiset tutkimusympäristöt, jotka tekevät mahdolliseksi kansainvälisen tason huippututkimuksen ilmakehätieteiden alalla ja säilyttävät Suomen eturivin aseman Euroopassa ja maailmanlaajuisesti. Konkreettisina tavoitteina on integroida nykyiset infrastruktuurin osat ja kehittää mm. mittausinstrumentteja ja -järjestelmiä, tutkia aineen ja energian virtoja ilmakehän ja biosfäärin (eri ekosysteemikomponenttien) välillä, simuloida ja mallintaa niiden monimutkaisia vuorovaikutuksia ja takaisinkytkentöjä ja tuottaa nykyaikaista, jatkuvaa aikasarjaa tutkijoiden, opetuksen, päättäjien ja muiden kiinnostuneiden käyttöön.
