Description (abstract)

The year 2006 was celebrated as the European Year of Workers´ Mobility with the slogan: Towards a European labour market. Labour mobility is a key political goal of the European Union, and immigration is often seen as a solution to labour shortages. Spatial Citizenship in European Labour Markets research focuses on the cultural, social and legal implications of mobility on the lives of transnational workers. A network of social science and law researchers study how the rapid change of wage labour and labour markets shows in the life courses of individuals, how it affects their economic and social participation, experiences of identity, and the content of their citizenship. The project consists of three research teams.

TEAM 1: Economic and social citizenship. Professor Asko Suikkanen & M.Soc.Sc Saara Koikkalainen, University of Lapland; Professor Olli Kangas, The Social Insurance Institution of Finland; Professor Joakim Palme, Institute for Future Studies, Stockholm; Professor Ettore Recchi, Università di Firenze, Italy.

During the past decade, cross-border mobility in Europe in the form of company placements, retirement travel, international studies, and traineeships abroad, for example, has increased. However, little is known about the individuals who leave Finland in search of work abroad. Team one will look at th various aspects of social and economic citizenship in relation to this mobility.

TEAM 2: Social ties and cultural citizenship. Docent Anni Vilkko & M.Soc.Sc. Marja Katisko University of Helsinki; M.Soc.Sc. Nicol Foulkes, University of Tampere.

Movement across national borders has a profound influence on migrants’ careers as well as on their family and home arrangements. Socio-cultural traits, such as their ethnic and cultural background, habits and experiences, are part of a migrant social citizenship. Team two focuses on studying the changes that transnational movement brings into the spheres of work and home.

TEAM 3: Spatial citizenship and its influences on the European social welfare law. Some aspects concerning the changes of a system and details of law. Professor Seppo Koskinen & Masters of Laws Hannu Mikkola and Timo Tammilehto, University of Lapland.

In recent years the traditional and primarily national approach to law has altered. Changes have been made to EU labour and social security legislation to ensure equal opportunities for citizens of the Member States. Possibilities for a nation state to control the interaction between citizens and institutions are changing significantly. Since legal norms constitute a framework for different social activities, the concrete analysis of the functions of law is needed. This analysis will be done in team three.

The project is funded by the Academy of Finland Research Programme on The Future of Work and Well-being and the total budget for four years is 450.000 euro.
