Abstract

The government of the Prime Minister Sipilä aims to make Finland an experiment-friendly society. One of the areas where expectations toward experiments are high is climate change mitigation in the built environment. Municipalities are increasingly taking the initiative in leading on climate action (e.g. renewable energy, sustainable urban infrastructures), whereas the government, ministries and technology proponents are increasingly conceiving of such initiatives as experiments. However, there is still limited understanding of exactly what such experiments aim to achieve: what they are testing and how success or failure in such experiments is evaluated locally and nationally.

We consider two forms of learning from experiments: technocratic and inspirational. We investigate how participants interpret local climate policy experiments: what the experiments are testing, and what kind of learning occurs in local sustainability experiments. We study how learning is aggregated across sites as well as how sustainability experiments might be evaluated and what problems are likely to be encountered in such evaluations. We do so on the basis of in-depth interviews with participants, local officials, politicians and national policy makers. On the basis of this, we consider how the different types of learning could be balanced, and how evaluation of local sustainability experiments could be improved.
