Abstract

This article summarizes the history of governance and legal status of university of Helsinki in independent Finland, from 1919 to 2010. It shows that the development of both legal status and governance has been surprisingly linear, dominated by two tendencies: the reduction of the legal autonomy of the university, and the growth in number of the administrative officials, both contributing to transfer of power from the university researchers to the bureaucrats.
