New forms of environmental governance: Managing the risks and vulnerabilities related to climate change in Southern cities

This aim of this research project is to analyze the new forms of environmental governance relevant for the mitigation and management of environmental risks and vulnerabilities associated with climate change in Southern cities. The specific objectives are: 1) to analyze the mechanisms of partnership, negotiation, and contestation used by various stakeholders in their dealings with hybrid forms of environmental governance; 2) to provide theoretical and public policy insights into new forms of urban governance relevant for the management of environmental risks and vulnerabilities in the face of climate change; and 3) to develop methodological approaches for the analysis of environmental risks by combining regional-level analysis of environmental governance with macro-scale analysis of environmental politics.
The research builds upon theoretical frameworks of political ecology and hybrid governance. It aims to reformulate the conventional approaches to environmental governance and environmental risk management by two ways. First, by broadening the analytical framework within which the diverse forms of environmental governance can be linked together. Second, by developing analytical concepts that recognize the complex linkages between environmental, socio-economic, cultural and political dimensions that shape people’s vulnerability to environmental risks and their ability to cope with them.
The empirical data will be gathered in the city of Villahermosa, southeastern Mexico. Due to its location near the Gulf of Mexico, on the wetlands of Tabasco, Villahermosa is highly vulnerable to hurricanes and floods. Empirical data on hybrid forms of environmental governance and the socio-spatial differentiation of environmental risks in Villahermosa will be gathered through ethnographic interviews, quantitative surveys, participant observation, focus groups forums, and social mapping. The research will be carried out in close cooperation with the Universidad Juarez Autónoma de Tabasco (UJAT), Mexico.
