In many sense Finland’s path reminds what took place all over the Western Europe. British solutions were followed by others and its economy was caught up, Finland was just in the very bottom in the beginning, rising in one century to the top. From a distant periphery emerged a technologically advanced nation with good connections and high welfare. In general the key for this development was an ability to introduce new technologies, supported by a high quality system of education. Compared with others, Finland made exceptional results in information technology and divided with Nordic countries the further going model of welfare state than middle and southern European countries. In this evolution economic efforts were supported with state regimes which identified the importance of new phases and rather facilitated than hindered their becoming. As far as Finland is concerned, the new phases in evolution were not much planned beforehand, they were growing out of challenges in crises. Perhaps a kind of mentality to accept changes was growing in Finland already in the time of agricultural transformation 150 years ago. During the later history a most unexpected successes were the ship-building industry, as well as the history of Nokia Company. From Finland’s long periods of conflicts grew a co-understanding which was crucial for the successes: developing welfare state, reaching a regulated system of income pacts among Labor Unions, business and farmers; and applying models of private and public partnership in economic decisions.
