Innovating Urban Performance Measurement: The Advent of Third Generation Indicators

Abstrakti

This paper reports on work-in-progress related to the Co-Creation Radar, an AI-enhanced tool designed to enable city officials to navigate the expanding realm of democratic innovations. The study highlights the need for updated governance metrics responsive to emerging digital and democratic challenges. Traditional indicators, largely static and limited, fail to capture the dynamics of modern democratic engagement effectively, especially within urban settings. As cities confront rapid technological changes and evolving civic expectations, existing metrics are inadequate for assessing and guiding the health of democratic processes. The research proposes the development of "third generation" indicators-dynamic, context-sensitive metrics tailored to evaluate urban democracy comprehensively. These indicators utilise advanced methodologies, including AI, to offer real-time, adaptive evaluations that reflect and respond to ongoing urban transformations. By integrating theoretical research with practical applications, these innovative metrics aim to enhance the efficacy of urban governance and citizen participation, reflecting the community's needs and concerns.
