Paper: Hegemony and Limits of Consensus Democracy: Swedish Critics.In Sweden, in early 2020 the Public Health Agency's Covid-19 policy sought to proceed through herd immunity and recommendations rather than restrictions. The face of this policy was paraded worldwide and immortalized in (body) art: Anders Tegnell. The Swedish public debate was torn, but authorities put forward Tegnell's approach across the country. Criticism of Covid-19 policy was fierce in Facebook groups and Twitter. In 2021 restrictions to freedom of expression were called for as one such group, the English-speaking Mewas, was declared on the national radio as anti-patriotic, negatively impacting Swedish interests abroad. Addressing the case through ethnographic participant observation in the hybrid media environment and theory of hegemony, we discuss how consensus culture allows for criticism in legacy media, while even legal measures were called against citizen mobilizations and dissidence. The Swedish pandemic crisis reveals deeper polarisation and problems of democratic resilience, as anti-policy mobilization is named anti-state activity.
