We assessed the ability of REDD+ to change the decades-old pattern of large-scale tropical deforestation and effectively avoid emissions while delivering co-benefits. In a longitudinal, comparative research design we analysed changes in carbon and non-carbon outcomes on the ground. We assessed changes in related policy outputs and decision making processes over forests and forest lands in domestic policy arenas systematically in 12 countries since 2009. We found that while REDD+ has provided some positive changes in terms of local carbon outcomes and policy processes and outputs, in most REDD+ countries the overall trajectories of tropical deforestation have not yet been changed substantially. While the urgency to avoid emissions is growing by the day, and the contribution of standing forests to climate change goals is acknowledged at highest levels, tropical deforestation is still locked into global and domestic politics of unsustainability.
