The introduction of the child care reform seemed to have been surrounded by specific political events, public debates and ideological discourse. It is stressted in the scholarly debate that the federal-driven initiatives disregard regional financial resources and administrative opportunities to accomplish them. Russian regions possess their own internal logic of running the social policy and it must be taken into account while examining the reform outcomes. The statistical data on the scope and the positive dynamic of the reduction of public out-of-home care and particularities of the attraction of non-state providers is described. The empirical analysis shows the scope of retrenchment of the institutional care in various Russian regions and particularities of non-state activity (nonprofit organisations and private companies).Period | 27 okt. 2017 |
