Jag arbetar som professor i kommunalförvaltning inom ämnet statskunskap med förvaltning vid Svenska social- och kommunalhögskolan. Min undervisning och forskning har på senare år särskilt gällt innovation och förnyelse i den offentliga sektorn, projektet som organisationsform och tidsdimensionen i den offentliga politiken samt kommuners och regioners utveckling.

Vid forskningsinstitutet tog jag för ett antal år sedan tillsammans med kolleger initiativet till forskningscentret FO-RUM – förvaltning, organisation, regional utveckling och miljö. Sedan 2017 fortsätter dess verksamhet inom ramen för det nygrundade nätverket: Demokrati, politiskt deltagande och institutionell förändring. Forskningsområdet ”Project Proliferation and Governance” som gäller informella och temporära organiseringsformers – särskilt program- och projektorganisationers – utbredning i förvaltningen, har utvecklas i nära samarbete med det europeiska forskarnätverket SUSTAIN.

Forskningsverksamhet

De senaste åren har min forskning framför allt varit inriktad på innovation och förnylse samt nya organiseringsformer i den offentliga sektorn. Som exempel kan nämnas projekten Inno-Nord om hur man genom projektdrivna innovationer kan främja handlingskapaciteten i förvaltningen samt ProDem som gällde förvaltningsreformers demokratieffekter med en betoning på den betydelse tillfälliga organiseringsformer som projekt, program och nätverk kan ha i förvaltningen. Andra projekt jag medverkat i har gällt förvaltningsreformers konsekvenser ur språklig synpunkt. För tillfället är jag även tillsammans med andra engagerad i att utveckla ledarskapsutbildningen vid Helsingfors universitet.

I am professor of local administration at the Swedish School of Social Science at the University of Helsinki. I have a background as political scientist specialized in public administration and as associate professor (docent) at the Åbo Akademi University. In recent years my research and teaching activities have focused on innovation and change in the public sector, on local and regional development and on temporary and informal modes of organizing (such as projects, programs, partnerships and networks) as means for societal steering and coordination.

Some years ago, I was one of the initiators of the research centre FO-RUM – Governance, Regional Development and Environment at the Swedish School of Social Science. Since 2017, the activities continue within the recently established research network ‘Democracy, Political Participation and Institutional Change’. My research focus on the theme ‘Project proliferation and Governance’, which is continuously developed in collaboration with Nordic and European research partners. In terms of teaching, I am currently engaged in developing the curriculum on leadership at University of Helsinki. Recent research projects:

• Promoting capacities for innovation and change: Project driven innovations in a Nordic governance context, funded by The Joint Committee for Nordic research councils in the Humanities and Social Sciences (NOS-HS) 2016-2018.

• Effects of Administrative Reforms on Linguistic Communities (Förvaltningslösningars språkliga konsekvenser). Funded by Svenska kulturfonden 2008-2012
