Practice of transnational climate governance and development of International NGOs  -A Case Study of Nordic-China Region

In recent years, there has been a proliferation of transnational institutions, non-state actors (NGOs, businesses, cities,etc) increasingly join or create new standards, arrangements and programs, in the field of transnational climate governance. This has led to a fragmented and decentralized climate governance system, while much existing literature has discussed whether transnational governance presents an alternative to state- based governance, in this article we take a new approach to test this claims: Do International NGOs (INGOs) as Non- state actor, facilitate or impede the process of transnational governance that lacks of central coordination? This study selects Nordic -China region as climate regime, examing the INGOs interaction within this area as new dataset, to better understand global north- south transnational climate initiatives across jurisdictions. 

Nordic and China are critical players in global climate governance. The Nordic region, as innovative and competitive actor, has been one of the leaders in global climate policy over the past few decades, both in terms of ideas and actions; While China is global south country with largest emitter of greenhouse gases and a leading position worldwide in areas such as green finance and clean energy use. With the combination of the Nordic-China region, joint climate governance can unleash its big social potential with great energy. “China-EU climate cooperation is good for global governance” said by Charles Michel, the European Council President. But, the current observation shows the climate state-interaction between Nordic and China is only in the early stage, and initiatives rely more on social organizations, such as INGOs (Nordic Climate Facility, Nordic Environment Finance Corporation, C40 Cities, WWF, SNPA, etc.) These INGOs Practices between Nordic and China can serve as the microcosm to understand broader picture of INGOs influence intransnational climate governance between the North and South.
