Power and Politics in the World Summit on the Information Society: Finland and Global Communication Governance (2010-2012)
The development of new technologies and an increasingly integrated global economy have promoted the formation of new frameworks of governance in unison with various national and regional Information Society initiatives. This activity moved to the global level in the World Summit on the Information Society (WSIS), arranged in two phases in Geneva (2003) and Tunis (2005).
The main focus of the research is on understanding the making of information society and communications policy at the global level and highlighting how this is shaped by the interaction of different actors in a multistakeholder process. The study analyzes the Geneva phase of the WSIS process from an empirical and a theoretical perspective. Empirical research questions concern the role of a small state, Finland, in influencing the negations pertaining to the Summit and its outcomes, and meaning of the overall process in the context of international relations and the global politics of communication. The empirical study feeds a theoretical analysis of power in global governance.
