This article compares government communication during the COVID-19 pandemic in Finland and Brazil, analyzing political leadership, official discourse, and the role of social media. It employs a comparative methodology and discourse analysis with topic modeling and tweet readings. The research reveals contrasts: centralized, science-based communication in Finland versus fragmentation and ideologization in Brazil. The study highlights how symbolic disputes and polarization influenced adherence to public policies and institutional trust in distinct democratic contexts.
