Sammanfattning

The professional occupation of social work is not specified at the local government level and still there is a question, however, whether it is a job or represents a professional field. There is the ambiguous position of the employer in the social work field. At the client level, the decision process follows the principle of collegial decision-making and unfortunately, the social worker cannot protect the rights of the client. The principle of collective responsibility lives on in the 21st century without giving the profession of social work the opportunity to grow independently in Estonian local government.
